PAROISSE DE ST. MARTIN
An Assembly of Principals and Electors of the Parish of St. Martin will be held in the Public Hall, at 7.00 pm on Wednesday, 11th October 2017 to:-
1) Receive and if deemed advisable, approve the minutes of the Parish Assembly held on the 30th August 2017.
The Assembly is requested to note the following:
That the Public of the Island is the owner of certain estate roads, pavements, open areas (and footpaths situated therein) and lighting in the development known as Maufant Village some of which are situate in the Parish of St Martin. The individual property owners within Maufant Village are each bound, by their respective contracts of purchase, to contribute towards the costs of maintaining such estate roads, pavements and open areas (and footpaths situated therein).
That at a Parish Assembly held on 10th January 1979 the Parish of St Martin agreed "to take over the administration" of the said estate roads, pavements and street lighting (but not the open areas and footpaths situated therein) from the States of Jersey Housing Committee but the said transfer did not take place for various reasons, since which time further development has taken place on land adjacent to Maufant Village and the Public of the Island has granted rights to third parties over certain of the estate roads in question.
2) In light of the above, the Assembly is asked to consider and if deemed advisable, to formally rescind the resolution of the Parish Assembly dated 10th January 1979, in order to allow the States of Jersey to make suitable ownership arrangements with the residents of Maufant Village (which is situated in both St Martin and St Saviour) without the encumbrance of historical and ambiguous resolutions. This rescindment being the joint recommendation of the Procureurs du Bien Public and the St Martin Roads Committee.
